中美外長在馬尼拉會晤

對話不停歇,和平仍是最大公約數

在菲律賓馬尼拉舉行的東盟(ASEAN)系列外長會議期間,美國國務卿Marco Rubio與中國外交部長王毅舉行約90分鐘雙邊會談。這是兩國近期最重要的高層外交接觸之一,雙方就中美關係、區域安全、南海局勢、台灣問題及未來領導人互訪等議題交換意見。

儘管中美在貿易、科技、安全及地緣政治等方面仍存在重大分歧,但雙方一致認為,保持溝通比對抗更重要。會談亦為預計今年稍後舉行的中美元首會晤鋪路,希望透過持續對話,降低誤判風險,維持世界兩大經濟體關係的穩定。

值得注意的是,南海問題依然是此次會談的重要議題。美方重申對菲律賓安全承諾,並對近期南海緊張局勢表示關切;中方則重申其在南海問題上的立場,雙方均認為應透過外交渠道妥善管控分歧。

當前世界正面臨地區衝突、能源安全、全球經濟復甦及供應鏈重組等多重挑戰。中美關係不僅影響兩國人民,也深刻牽動全球和平與繁榮。對話不能解決所有問題,但停止對話往往會使問題更加複雜。

世界期待,中美兩國在競爭中保持理性,在分歧中尋求合作,在挑戰中共同承擔責任。唯有以對話代替對抗,以合作取代衝突,才能為亞洲乃至全世界帶來更穩定、更和平的未來。

Dialogue Remains the Strongest Foundation for Peace

During the ASEAN Foreign Ministers’ Meetings in Manila, Philippines, U.S. Secretary of State Marco Rubio and Chinese Foreign Minister Wang Yi held a bilateral meeting lasting approximately 90 minutes. The discussion marked one of the most significant high-level diplomatic engagements between the United States and China in recent months.

The two leaders exchanged views on a wide range of issues, including U.S.-China relations, regional security, the South China Sea, the Taiwan Strait, economic cooperation, and preparations for a possible meeting between the two presidents later this year. Although differences remain on many strategic issues, both sides agreed that maintaining open channels of communication is essential to preventing misunderstandings and preserving stability.

The South China Sea was a central topic of discussion. The United States reaffirmed its commitment to regional security and its alliance with the Philippines, while China reiterated its longstanding position on territorial issues. Despite their differences, both governments emphasized the importance of managing disputes through diplomacy and avoiding actions that could increase tensions.

At a time when the world continues to face geopolitical conflicts, economic uncertainty, supply chain challenges, and security concerns, constructive engagement between the world’s two largest economies carries global significance. Every meaningful dialogue between Washington and Beijing helps reduce the risk of confrontation and creates opportunities for cooperation on issues of shared interest.

Dialogue alone cannot resolve every disagreement, but the absence of dialogue often allows conflicts to grow. The international community hopes that both nations will continue to communicate with mutual respect, manage their differences responsibly, and expand cooperation wherever possible.

Peace, stability, and prosperity depend not only on competition, but also on wisdom, restraint, and the willingness to keep talking. As the United States and China continue their engagement, the world watches with cautious optimism, hoping that diplomacy will prevail over confrontation.
